First, Riley wasn't awful. He wasn't great, but he wasn't awful.
(Side Note: Spike trying to rape Buffy was an after-effect of her cruel usage of him through the season, I think. Yeah, she apologized--big deal. "Sorry that you love me and I knew it, but I played twisted sexual games with you anyway." That doesn't mean crap if the person was hurt that deeply by it. He was confused, which doesn't make it right, but recognized that it was wrong, and made amends.)
I had no problem with Riley. I think it's mainly because people were so deeply enrooted in the Buffy/Angel relationship, or longing for some other relationship, that they didn't like Riley's character with Buffy. When Willow was with Tara, they hated Tara for not being Oz. (Also because of the lesbian issue, but mostly because she wasn't Oz.) And when Tara died, and Willow took up with Kennedy, everybody hated KENNEDY for not being Tara.
I had no problem with him--he seemed a little static, but he really did care about Buffy, and he did mature some from when he was introduced as Professor Walsh's T.A. to when he gave Buffy some life lessons in Season Six.
So, no problems with Riley.
