According to Joss (at Wizard World last weekend), the plan in Season 7 was to have an episode where Tara came back from the dead after Buffy had been granted a wish. This was to happen 3 or 4 episodes before the finale, but it never took place due to contract negotiation breakdowns.

Blame it on Amber's management or Amber herself....who knows. I wouldn't peg it on Joss...unless he's just making this all up to appease those rabid fans who keep asking him why he killed off Tara (which, if you think about it, may be the case considering).

....And here we may not have had to deal with all the Kennedy. Damn.
