The tears these people have shed, the heartache the joining of these souls have caused. What task is worth so much death and hate?

Souls joined, souls sundered.

We are only mortal, how are we to understand the working of Souls? They are joined and they have a task and the souls can not do anything about it.

But time is running short, the last grains of sand are about to fall from the hourglass. The souls task has been greatly complicated by the loss of Angel's soul when he became Angelus, and when his soul was returned it was changed in some way.

This lifetime is the last chance to souls have to complete their task, if they fail they do not reach enlightenment, instead they are cast into the darkness.
